The question is who controls who, what, when, where and how cannibis is possesed, controlled, diatributed, and used? I pose this question not only for Philadelphia, but for the whole earth.
Remember the question in Philadelphia is regarding “smokable, recreational, medicinal, and or sacramental cannabis? ” Did, does and or will all sectors of society have the same, equal and or fair opportunity to suceed in life and love regarding smokable, recreational, medicinal, and or sacramental cannabis use, control, distribution, possession of cannabis?
According to Woods, “Philadelphia menu of options available at medical cannabis dispensaries may soon grow to include “dry leaf and flower,” the green and fragrant herb once sold illicitly in dime bags.”
The questions then becomes who sold “dime bags”, to whom did they sale “dime bags”, When? Where? and how has that ” marketable and profitable enterprise changed?
Who now are the “winning” beneficiaries of the “market exchange”? Who are the “losers”?
On Monday, Philadelphia’s governor, Medical Marijuana Advisory Board met in Harrisburg to consider changes to the program. The governor selected advisors to advise about program changes.
Only when all sectors of “smokable, recreational, medicinal, and or sacramental cannabis society are “advising” collectively, collaboratively, and cooperatively is there able to be true consensus, democracy and sovereignty.
Yes within a sovereign rulership there are advisors. Any and all segments not respected, represented nor participating automatically become “disenfranchised”.
Subsequently reports, documentation, proposals, activity of the advisors will only reflect those philosophies, ideologies, plots and plans of those participating in their “con-trolled” agenda.
Since mid-February, six dispensaries have been selling highly processed — and pricey — concentrates, pills and tinctures.
Question: Who was selling and who was buying?
According to Wood “Demand for the products has been extraordinarily strong. Most of the dispensaries sold out of inventory last week. A spokesman for Cresco Yeltrah, the only grower-processor currently shipping “medicines”, said he expected modest deliveries to dispensaries to resume as soon as Wednesday, weather permitting.
Many cannabis ” strains” “processes” and “markets” allow sales of dry leaf and flower —( not to mention protein powder and other forms of cannabis already on the market) with such brand names as “Death Star” and “Bubba Berry”— to accelerate production. Woods also reports It “the take over, “make over” of the market, now controlled by the governor” also would cut the cost to consumers, who consume what is presented.
WHAT IS PROMOTED
1. “It would be great for patients,” said Charlie Bachtell, co-founder of Cresco Yeltrah. “Of all forms of medical marijuana, flower offers the fastest speed to efficacy and the lowest price point per milligram of active ingredient.”
IF Cannabis is doing all that then why is it banned by the US government as a controlled substance?
Of the 29 states that have laws legalizing some form of cannabis, only Pennsylvania and Minnesota currently ban the sale of non-processed forms of marijuana. Basically, if the “controllers” have not obtained, controlled, dispensed, marketed, distributed and have not benefitted and or do not benefit from cannabis, then those who do are subject to penalty, arrest and or imprisonment.
Luke Schultz, a patient advocate who serves on the 15-member Advisory Board, said the three committees that comprise “the group” “all came back with “a positive recommendation”.

What was approved was sales of dry leaf and flower. The disenfranchised from the process include those not invited, dis-respected, representatives who were left out and left behind the discussions and recommendations.
Once the board made their recommendations, then those individuals and the individuals who gathered together and groups they represent, work together, behind the scenes to promote and support their agenda by extension, the agenda of the governor.
The board is slated to review the recommendations on April 9 and forward a report to the Secretary of Health, Rachel Levine, who chairs the group. Then the legislature will vote on whether to accept the recommendations.
When a group of representatives meet and make decisions, it is usually because everyone at the meeting has an opinion and or shares a consensus about matters and or because a reason is presented that affects and or potentially could affect the group. If a group member at the table is disrespected, like what happen at the United Nations, when United Nation members disrespected Ethiopia’s sovereign ruler, HIM; and like when the Pharisee and Sadducees disrespected Yahoshua; interpretation and application is understood of the famous and notable response by HIM , “Today it is us, tomorrow it is you” .
One of the narratives the advisory committee taunted and not to get hung up on is, “It is uncertain when marijuana in its natural state could be for sale at dispensaries.”
COMMON SENSE ADVICE: If you and your people:
1. Taken over a resource, land, market, culture, life, love etc. of a people
2. Disenfranchise the people from who you took resources, land, market, culture, life, love etc.
3. Those same people are not collectively, collaboratively, coordinated into and included in the discussions and or decisions, about what you took from them, a word to the wise:
Side eye, the pontificators, philosophies, philosophers and keep moving!
IT IS REPORTED THAT “Pennsylvania law does not allow the sale of a smokable form of marijuana”. That statement and Pennsylvania law was designed TO SPLIT HAIRS. “It does allow for vaporization, which requires a battery-powered electronic device, some of which are similar to e-cigarettes”.
REMEMBER, THE BOTTOM LINE HAS TO DO WITH “CONTROL” AND “PROFIT”. THAT IS WHY WOODS ALSO REPORTS “But after a patient makes a purchase, there is no way for the state to “monitor” methods of consumption. The same marijuana can be packed into a bowl or rolled into a joint.”
IT IS REPORTED THAT The ADVISORY panel discussed other program changes. “Though none seem as likely to be adopted as the sale of dry leaf and flower.
It considered, but decided against, expanding the total number of growers and dispensaries that will eventually serve what is “expected” to be one of the nation’s largest medical marijuana markets.” Who now has that expectation? Who will “profit” from the expansion? Who lost and or loses?
THOSE “EXPECTATIONS” ARE BASED ON REPORTS, EXPERIENCE, DATA, TRENDS, MOVEMENTS, INTELLIGENCE” OBTAINED AND USED BY “THE CONTROLLERS.”
THE ADVISORY PANEL HAD DATA, AND INTELLIGENCE TO MAKE DECISIONS. DID THEY HAVE, UTILIZE AND INCLUDE ALL SECTORS OF “CANNABIS SOCIETIES” REGARDING “allowing more professionals and allowing representatives from all cannabis sectors to the table?
THIS QUESTION POINTS TO ACCESS TO THE DECISION MAKING PROCESS. FOR EXAMPLE— nurse practitioners — who could certify patients to participate in the program. Woods reported, “That idea, too, was discarded.”
WHILE THE NUMBER OF PEOPLE WITH CONTROL OF ACCESS, ACCORDING TO INTELLIGENCE AND DATA PROVIDED AND CONSIDERED, IS RETAINED IN THE HANDS OF FEW, “The medical subcommittee advised expanding the list of 17 qualifying health conditions to include terminal illness and palliative care, according to Department of Health spokesman Nate Wardle.”
“Fortunately, they didn’t recommend to take anything away,” said Schultz. “In that regard we’re doing OK. WHAT REALLY IS BEING SAID AND REPORTED?” READ BETWEEN THE LINES.
“Doctors have requested the state stop publishing the names of participating physicians.”
UNIDENTIFIED DOCTORS COULD BE ANY TYPE OF DOCTOR. “Initially, there was so much excitement about the program that guys were calling a gynecologist on the list,” Schultz said. “That’s died down somewhat, but it would take an amendment by the legislature to end it. Our recommendation would be “to not allow the list to be public,” though.”
WAIT A MINUTE, DOCTORS WHO ARE ABLE TO LEGALLY PRESCRIBE CANNABIS TO THE GENERAL PUBLIC WILL NOT BE IDENTIFIED?
SO IF TWO PSYCHOLOGISTS, ONE BLACK AND ONE WHITE, ONE ESAU AND ONE YAACOB, ONE AN ADVOCATE FOR MEDICINAL, RECREATIONAL, SACRAMENTAL CANNABIS THE OTHER AGAINST, SOUGHT TO PRESRIBE CANNABIS, IF THE ONE DOCTOR’S NAME IS NOT ON THE LIST, NOT ONLY COULD THAT DOCTOR’S PATIENCE BE TRIED, BUT THAT DOCTOR COULD FACE CRIMINAL CHARGES, FINES, FEES AND POSSIBLE THREAT OF INCARCERATION.
Woods reported that as of Tuesday, almost 21,500 patients have registered for the program and more than 6,000 of those have been “certified by a physician”.
1. HOW DID THE PATIENTS KNOW WHICH DOCTOR TO GO TO CERTIFY AND REGISTER THEM IF THE LIST OF DOCTORS IS “PRIVATE INFORMATION”?
2. HOW HAS THE MARKET EXCHANGE CHANGED THE GAIN, GAME AKA WAR OF CANNABIS? WHO SUFFERS? HOW? WHY? WHO WINS? HOW? WHY?
Sales began Feb. 16, 2018. SINCE FEBRUARY 16, about 2,200 patients have visited six open dispensaries to buy medicinal cannabis.
When the program is fully implemented, at least 12 grower-processors will supply up to 81 dispensaries statewide.
